1. PROJECT DEFINITION AND PLANNING COUNCIL
This council is responsible for defining the scope, objectives, and plans necessary for the project's implementation.
2. GEOGRAPHICAL DOMAIN PLANNING COUNCIL
This council determines the geographical areas for project execution. It has the authority to add new domains or exclude existing ones as needed. Additionally, it decides how to divide a geographical domain into sub-domains. Once a domain is selected, the following councils are formed for each sub-domain:
